Toward a Technology-Driven Cancer Control Framework

“Precision without access is failure.”

This closing session consolidates the strategic and policy insights emerging from the VISION Europe 2025 Conference into a forward-looking implementation agenda. It will introduce a draft Technology-Driven Cancer Control Framework for the EU and high-income countries, focused on embedding precision tools across all dimensions of cancer care.

Built on the foundation of EU-funded projects, EAPM policy recommendations, and global best practices, the framework is structured around four pillars:

• Diagnostics: Guaranteeing universal access to next-generation sequencing (NGS), minimal residual disease (MRD) testing, and liquid biopsy, anchored in public funding and integrated clinical pathways.
• Regulation: Advancing adaptive approval pathways at EMA level and supporting Member State-level sandboxes to pilot innovative care models.
• Procurement and Reimbursement: Establishing EU-wide risk-sharing mechanisms for high-cost diagnostics, outcome-based reimbursement models, and diagnostic bundle pricing.
• Governance: Institutionalising stakeholder oversight, performance indicators (e.g. time to molecular diagnosis), and patient representation in decision-making.

The session will also discuss the forthcoming Declaration for Precision Oncology Acceleration, a collective commitment to scale innovation while closing gaps in access, evidence, and system capacity.

Built on the outcomes of Horizon Europe projects, EAPM’s policy work, and WHO digital health strategies, this session will finalize the draft Declaration for Precision Oncology Acceleration—a roadmap for high-income countries to bridge the innovation-implementation divide.

Conclusion:

Genomic innovation must be matched by genomic justice. Precision oncology must be embedded not only in guidelines and trials, but in the health systems that determine who benefits and how fast.
